Antique Epergne Silverplate Gilt Clam Shell Dishes Candle Stick Vase Base Cherub

Antique Early epergne silverplate? with gilt scallop shell dishes and cherub feet. I think it might be silverplate but could not find markings anywhere and it is very light. Its not magnetic. This would of originally had a glass votive vase that would of sat inside the center. A candle does fit it in there so it could make a cool candle stick.
It is 19 3/4" and 19 1/2" by 8 1/4". Weighs 3 lbs and 4.2 oz.
Shows signs of age. The weld spots where the clam shells are attached to the centerpiece are no longer bonded together.
